Konvergensi Kepemimpinan Adat dan Kepemimpinan Pemerintah Kabupaten Kuantan Singingi

Abstract
In social life, indigenous peoples have been running in an institutionalized community. And existing social institutions are given the freedom to contribute to society. In fact, the community highly upholds customs such as in marriage, the community must obtain the permission of the Mamak Godang tribe when they are going to marry. is one of the customary conditions that must be obeyed by indigenous peoples and another example that the convergence between adat and local government is still quite strong and almost all indigenous peoples comply with it. In accordance with the formulation of the problem above, the purpose of this study is to analyze the convergence of traditional leadership and the government of Kuantan Singingi Regency. In a situation like this, qualitative research methods can be said to be more adequate to be applied in Kuantan Singingi Regency. The data collection process used in this study was carried out in order to obtain data as accurately as possible through interview and observation techniques. The study used an interactive analysis model proposed by Miles and Huberman in Muhammad Idrus to analyze the data in this study. This analysis model consists of several activities: (a) data collection, (b) data reduction, (c) data display, and (d) verification or drawing conclusions. The results showed that the convergence of the traditional leadership of the old Kuantan Singingi was an autonomous country by itself, aspects of the life of its people, including their customs, inherited Malay custom. In the tribes that exist in Kuantan Singingi there are the Malays, in addition to other tribes Piliang, Chaniago, and Petopang (in Kuantan Bay there are the nan tigo, the ompek tribe, the nan limo and the nan onam which reflect the names the tribe does not imitate the Minangkabau). The convergence that occurs in the Kuantan Singini district, especially in the Taluk country in the local wisdom of "bapilin tigo rope, tigo tungku sejarangan" (religious scholars, traditional leaders, and the government) is such a problem; inheritance, forest and livestock conflicts, customary rights and high pusako property, marriages and ceremuni events (arts and folk parties) these have been continuously converging between traditional leadership and government.
